Michael Pratt was appointed as the 27th Secretary of NSW Treasury and NSW Industrial Relations on 1 August 2017. The Treasury Cluster includes NSW Treasury, NSW Treasury Corporation, icare (Insurance & Care NSW) and SAS Trustee Corporation. As Secretary, Michael is responsible for strategic management of the entirety of the State’s finances, budget, assets, liabilities and financial risk management framework and transformation.

Deputy Secretary Policy and Budget Group

San Midha joined NSW Treasury in May 2016 and is the Deputy Secretary for the Policy & Budget Group (P&B). San’s Group is the primary manager of Treasury’s relationship with government agencies. The Group works collaboratively with agencies to ensure provision of high-quality advice on financial management, policy reform and resource allocation. This also includes delivery of the annual Budget, Half-Yearly Review and provision of advice on agency policy and budget matters to Cabinet and sub-committees including the Expenditure Review Committee and the Cabinet Infrastructure Committee.

Deputy Secretary, Commercial

Phil Gardner is our Deputy Secretary, Commercial Group, having joined Treasury as Executive Director, Commercial Transactions in October 2015. He was appointed to the Deputy Secretary position in May 2017 and in that capacity he leads the overall Commercial Group which comprises the Transactions, Commercial Assets, Infrastructure and Structured Finance, and Commissioning and Contestability units as well as the NSW Data Analytic Centre.

Deputy Secretary Economic Strategy & Productivity

Joann Wilkie joined NSW Treasury in February 2019 as Deputy Secretary for the Economic Strategy & Productivity Group. In this role, she leads the delivery of economic and revenue forecasting; provision of advice on economic policy and reform, including on productivity; and engagement with Commonwealth, State and Territories on key national reforms and issues. The NSW Small Business Commissioner and NSW Productivity Commissioner are also anchored in the Economic Strategy and Productivity Group.

General Counsel

Charles Cho joined Treasury in January 2017 as its General Counsel and heads the Office of General Counsel (OGC). The OGC provides the Treasurer and NSW Treasury with strategic legal advice and a ‘legal lens’ on policy initiatives; supports State significant commercial asset transactions and strategic projects; and manages contractual, statutory and other legal issues arising from Treasury’s operations.

Stewart Walters

Chief Finance & Operations Officer, Finance and Operations Group, NSW Treasury

Stewart joined NSW Treasury in 2016 to lead the Prime new budget platform implementation for NSW government – the first major re-shape of the budget system in over 20 years. Stewart has now assumed the role of Chief Finance and Operations Officer and is a member of the Treasury leadership team. This team leads the provision of the aggregated financial reporting for the State in support of the Budget and year end results, functionally supports the budgeting platform that underpins the data, provides advice and leadership to the sector on financial and accounting policies matters and the provision of Internal Audit and Risk for Treasury.
